How a conference room is counted.

A conference room with tables and chairs is unconcentrated assembly at 15 net square feet per person, whatever building it sits in. A meeting room set with chairs only, lecture style, is concentrated assembly at 7. Below 50 occupants the room is accessory to the office around it; at 50 or more it becomes a Group A occupancy with its own requirements.

How it works

Occupant load is where every life safety decision starts.

The International Fire Code and the International Building Code make the occupant load the first number in every life safety decision inside a structure. Under IFC Section 1004 it is the floor area of the space, gross or net depending on how the space is used, divided by a load factor in square feet per occupant. Those load factors are not suggestions. They set the maximum number of people permitted in a space at any one time, and a mercantile sales floor, a standing-room assembly space and a commercial kitchen each get their own factor because the exit demand and the egress pattern differ. For a fire marshal, knowing whether a gross or a net area applies to each function of space is the first step toward catching a violation before it happens.

Occupant load and egress capacity are related but distinct, and the distinction matters on an inspection. The occupant load says how many people may occupy the space. Egress capacity, under IFC Section 1005 and IBC Chapter 10, says how many people the exits can discharge in an emergency: door widths, travel distances, stair capacity and exit access corridors all have to be sized for the posted load. When the two fall out of step the result is a life safety violation for the business, the owner and the authority having jurisdiction alike. Re-checking the posted occupant load placard and the egress paths on every inspection is part of the job.

Compliance goes further than a number on a placard. A prevention bureau working a community risk reduction strategy needs the occupant load to live in the property record beside the current tenant, the last inspection and any open violation for overcrowding or blocked egress. A tenant that turns a storage area into an assembly space changes the classification, the load factor and often the whole egress design, and rarely tells the bureau. Tracking that in the record, not in a spreadsheet, is what keeps a certificate of occupancy honest.
