Does a battery energy storage system need a UL 9540A report or a hazard mitigation analysis?
Pick the technology, the size, where it goes and how the design compares with the code's defaults. The answer is whether the energy storage chapter applies at all, whether the UL 9540 listing, the UL 9540A large-scale fire test report and the hazard mitigation analysis are required, and what else the permit application carries, under NFPA 855 (2020), the 2021 IFC or the 2018 IFC, each with its section. What decides the answer and was not given is asked for, never guessed. Free from FireInspection360, the fire prevention platform built by fire inspectors.

What must this installation submit?
NFPA 855 (2020) Chapters 1, 4 and 15; 2021 IFC Section 1207; 2018 IFC Section 1206. The 2023 and 2026 editions of NFPA 855 and the 2024 IFC are not read yet.

Three documents, three different questions: the listing is always asked for, the test report wherever the design departs from a default, and the analysis on a short list of conditions.
The fire code's energy storage chapter applies above a threshold that depends on the technology: 20 kWh of lithium-ion, 70 kWh of lead-acid, 1 kWh at a one- or two-family home. Below it, the chapter asks for nothing. Above it, every system is listed to UL 9540, the product certification, and the permit application carries the construction documents the chapter lists.
UL 9540A is not a listing. It is a test method: a laboratory drives a cell, then a module, then a whole unit into thermal runaway and records what spread, what gas came off and how much heat reached the walls and the next unit. The code asks for that report wherever the design wants more than the prescriptive rules allow: groups over 50 kWh or closer than 3 ft, more energy in a fire area than the maximum, units closer to a building, a lot line or an exit than the default distance, a suppression system other than sprinklers at the default density, or explosion control left out. The reviewer then checks that the tested product, spacing and configuration are the ones on the drawings, which is where submittals most often fall short.
The hazard mitigation analysis is an engineering study of how the system can fail and what the design does about it. The editions read here require it on three conditions: a technology the code's table does not name, more than one technology together where they could interact, and exceeding the maximum stored energy per fire area, which needs the analysis and the test report together. The analysis evaluates the failure modes the edition lists, one at a time, and the fire code official approves it only where it demonstrates the outcomes the edition names.
Editions differ. The 2018 IFC sets its outdoor separation at 5 feet and sends a fire area over the maximum to a Group H occupancy unless both documents support it; the 2021 IFC and NFPA 855 set 10 feet and read dedicated-use buildings and remote outdoor sites without the maximum at all. The 2023 and 2026 editions of NFPA 855 and the 2024 IFC are not read on this page yet: the 2026 edition is reported to make the analysis the default for most lithium-ion installations and to require large-scale fire testing more broadly, so ask the fire marshal which edition applies before relying on any answer here.
Plan review in FireInspection360
FireInspection360 runs the permit from application to approval: the submittal rounds, the plan review comments and corrections, the inspections it needs, the fees, and the applicant's own page, with the hydraulic calculation comparison reading a sprinkler submittal against the drawings and the department's own flow tests.
